First and foremost, we extend our sincere appreciation to the United Kingdom, the Penholder, for its dedicated efforts in facilitating a compromise on this critical draft resolution.

We also welcome the participation of the Permanent Representatives of Somalia and Ethiopia in today’s session.

Historic Breakthrough: Global Leaders Unite to Secure Somalia’s Future with New AU Mission

This resolution marks a pivotal step in Somalia’s progress toward strengthening state-building and achieving lasting stability. We firmly believe that the African Union Support and Stabilization Mission (AUSSOM) will play a vital role in improving Somalia’s security environment and supporting the Federal Government’s initiatives.

Madam President,

As anticipated, the financing of this mission has been a key issue throughout the negotiations. The A3+, in alignment with the African Union’s guidance, has consistently advocated for the hybrid funding model as outlined in Framework Resolution 2719. We view this as the only practical and sustainable solution for AUSSOM at every stage of its operation.

Throughout the discussions, we have stressed the importance of ensuring that financial resources from the international community are predictable, sustainable, and adaptable. Despite facing economic constraints, African Union member states—who already contribute to the United Nations budget—have agreed to make a modest financial contribution to the new mission in Somalia.

This commitment demonstrates the African Union’s determination to develop African-led solutions to African challenges. However, it is important to recognize that this contribution must remain within the Union’s financial capacity.

Madam President,

The launch of AUSSOM serves as a crucial test of the international community’s commitment to supporting the African Union in addressing security issues on the continent. We have shown considerable flexibility and compromise to ensure that this resolution reflects a balanced and equitable outcome for all parties involved.

This cooperative approach was driven by the need to consider various internal and external dynamics affecting this Council, as well as the urgent need to safeguard and expand upon the hard-earned security progress achieved by Somalia’s Federal Government.

Our endorsement of this resolution is grounded in our firm belief that every possible effort must be made to support Somalia in its fight against terrorism, in full respect of the country’s goals and aspirations. We are acutely aware that any failure in this process could jeopardize the significant sacrifices made by the Troop Contributing Countries and their brave personnel over the years.

We take this moment to honor the African Union and the Troop Contributing Countries for their steadfast Pan-African solidarity with Somalia over the past 18 years, acting on behalf of the international community and this Council.

Let us continue this shared journey with determination, ensuring it leads to tangible and lasting progress.
